Introduction of Product Conformity Program (PCP) of Saudi Arabia

According to regulations of Saudi Arabian Standards Organization (SASO) and the Ministry of Commerce and Industry (MoCI), the Product Conformity Program (PCP) should be implemented to most consumer goods imported to Saudi Arabia. The predecessor of PCP is the International Conformity Certification Program (ICCP), which was carried out since 1995. In 2008, the new scheme PCP took place of ICCP, which is a comprehensive program including product testing, pre-shipment inspection and certification, aimed to ensure the conformity of goods imported to Saudi Arabia according to Saudi standards or standards determined by SASO before shipment.

All products and goods imported to Saudi Arabia are subject to this program except the following:

a)     Agricultural and Food Products.

b)    Drugs and Cosmetics.

c)     Medical devices and equipment.

d)    Crude oil.

According to the PCP scheme, each consignment shall be accompanied by Certificate of Conformity (CoC). In case of not obtaining CoC, the products will be refused to enter and sent back to their origin or will be destroyed.
