I．A Legal Third Party 

Guangdong Testing Institute of Product Quality Supervision (In Short GQI), also called Guangzhou Electrical Safety Testing Institute of State Bureau of Quality and Technical Supervision, Guangdong Testing and Certification Institute, was set up in September, 1983. It is a public institution affiliated to Guangdong Administration for Market Regulation (Administration for Intellectual Property).

GQI is a legal third party institute specializing in product testing and certification; it is subordinate toGuangdong Administration for Market Regulation (Administration for Intellectual Property); it is a national-level testing and inspecting organization accredited by China National Accreditation Service for Conformity Assessment(CNAS); it is an international CB testing laboratory recognized by International Electrotechnical Commission System for Conformity Testing and Certification of Electrotechnical Equipment and Components(IECEE); it is the national compulsorycertification (CCC) testing organization designated by Certification and Accreditation Administration of the People’s Republic of China(CNCA); it is the contractual laboratory with China Quality Certification Centre(CQC)and othercertification organizations; it is a product inspection and testing organization recognized by China Classification Society (CCS); it is also an authentication organization registered in and recognized bytheHigher People's Courts in Guangdong, Hainan, Shanxi, Gansu and Shandong Provinces. Guangdong Quality Testing CTC Certification Co., Ltd.( CTC), which is subsidiary to Guangdong Testing Institute of Product Quality Supervision (GQI), is a National Certification Body (NCB) of IECEE; it is also designated by Certification and Accreditation Administration of the People’s Republic of China(CNCA)as a certification organization for China Compulsory Certification (CCC), its designated certification scope covering electric wires and cables, lighting apparatus, electric bicycles, and domesticgas appliances.

With one headquarter and three testing bases, GQI possess laboratory and office areas of around 148,000 square meters with assets of nearly 1.58 billion RMB. It is staffed with over 1000 high-quality technical professionals of various fields and administrative staff, and equipped with more than 20,000(sets) advanced testing instruments and equipment. GQI has already obtained nationally and internationally accredited qualifications for testing and inspection of 3,513 items in 78 categories, which involve almost 9,104 standards, and among them 193 international standards in 14 categories of electrical products are within CB scope.

II. With Strong Technical Strength 

GQI is a qualified testing laboratory and inspecting organization according to international standards ISO/IEC 17025 and ISO/IEC 17020 respectively; it is accredited by China National Accreditation Service for Conformity Assessment (CNAS), and has gained CAL and CMA qualifications that are accepted by Certification and Accreditation Administration of the People’s Republic of China（CNCA）andGuangdong Administration for Market Regulation (Administration for Intellectual Property). The test reports issued by GQI with ILAC MRA mark are widely recognized at home and abroad.

GQI is a qualified proficiency testing provider according to international standard ISO/IEC 17043, with a scope covering electrical and painting fields. The relevant proficiency testing items have been accredited by CNAS.

GQI is one of the 9 earliest Chinese CB laboratories that have been assessed by IECEE. It is capable of issuing CB test reports according to international standards for12 product categories with 172 standards.

GQI is also one of the earliest inspection institutes in China that are engaged in productcertification, accredited by CNAS, meeting the requirements of national A-class inspection organizations. It is qualified for factory inspection, pre-shipment inspection and evaluation of energy-saving engineering projects.

Since 1980s, GQI has undertaken the work of factory inspection and product testing in China on behalf of many international famous certification organizations, such as VDE, IMQ, BV, BSI, DEKRA, NEMKO, Electrosuisse, SABS, TÜV Rheinland and IFBQ. Meanwhile, it has also provided assistance to a lot of Chinese enterprises to get international certification for their products and management systems, which has made a contribution to the exports from China.

Guangdong Quality Testing CTC Certification Co., Ltd (CTC), which was set up in October, 2002, is an authoritative third party certification institute with independent legal person status (approval number:CNCA-R-2002-049) subordinated to GQI. Its business involves management system certification and products certification. Management system certification includes ISO9001, ISO14001, OHSMS18001, GB/T 50430, etc, while products certification covers nearly 10 categories of products, including furniture, electrical products, chemical products, building materials, machinery, textile, etc, whose type of certification includes conformity certification, safety certification, environmental certification and energy-saving certification, etc. CTC is designated by Certification and Accreditation Administration of the People’s Republic of China (CNCA) as a certification organization for China Compulsory Certification (CCC), its designated certification scope covering electric wires and cables, lighting apparatus, electric bicycles, and domestic gas appliances.

Guangdong Hua An FireTechnical Service Co., Ltd (HuaAn), which is subordinated to GQI, was set up in August, 2013 according to the 129th order of Ministry of Public Security. It is the only one qualified A-class state owned company with independent legal person status in Guangdong province, performing testing and maintenance for fire-fighting facilities in buildings. Hua An is staffed with a couple of national A-class fire registered engineers, its business involving testing and maintenance for fire-fighting facilities in buildings, electrical fire prevention inspection, fire-fighting products testing, etc.

GQI Shunde testing base was established and put into use in March, 2006. Its testing business covers 28 product categories with more than 1650 items, including furniture, food, painting and dopes, chemical, electrical appliances, machinery, solar energy photovoltaic products and industrial robots, undertaking commitment of 6 national supervision and testing centers and3 provincial supervision and testing stations, which is one of the modern and intensive testing and inspection bases with largest scale and most qualifications.

GQI Dongguan testing base was established and put into use in May, 2007. Set up in Dongguan testing base, the China National Quality Testing and Inspection Center for Smart Grid Transmission and Distribution Equipment (Guangdong) (formerly called China National Quality Supervision and Testing Center for Mid-low Voltage Transmission and Distribution Equipment) is an A-class national quality supervision and testing center. With a 3500 MVA impact generator and three 110kV substations, its short-circuit test ability reaches up to 12kV，65kA；450V，280kA，0.2s, which is the first testing and research base of high, medium and low voltage electrical equipment in South China and Southeast Asia.

GQI is striving to provide high-quality, impartial, efficient and professional technical services to all domestic and international clients.

1. Testing & Inspection Service

Undertaking the tasks of testing and quality supervision for various kinds of products, production license inspection of industrial products, QS inspection of food and related products, which are entrusted by the relevant departments of the government; undertaking the work entrusted by China Quality Certification Centre, Certification Center of Light Industry Council and other certification organizations to conduct product testing and factory inspection for CCC (China Compulsory Certification) certification and voluntary certification.

Undertaking the work of product quality testing, witness inspection, arbitration inspection, scientific and technological achievements authentication, etc, which are entrusted by the government, social organizations, industry associations, enterprises, institutions and consumers.

2. Certification Service

Management system certification (Quality Management System, Code for Quality Management of Construction Enterprises, Environmental Management System, Occupational Health and Safety Management System)， product certification (China Compulsory Certification, conformity certification, safety certification, environmental certification, energy-saving certification).

3.Quality Authentication Service

Undertaking the work of product quality authentication entrusted by judicial authorities, arbitration organizations, market regulation departments or other administrative departments, relevant social organizations, and parties concerned in the product quality dispute.

4.Other Technical Services

 Proficiency Testing Provider Accredited by China National Accreditation Service for Conformity Assessment (CNAS).

 Offering quality certification and testing services for CB, CE and ENEC mark, as well as national certification in Germany, Italy, Brazil, Australia, Japan, Saudi Arabia, South Africa and other counties.

 Providing inspection, maintenance and other technical services in fire-fighting facility.

 Providing inspection service in security, inspection and evaluation service in energy saving engineering.

 Undertaking research on testing methods, testing technology, product standardization and scientific research in relevant areas，organizing to set up technical standards.

 Undertaking functions of Defective Product Management Center of Guangdong Administration for Market Regulation (Administration for Intellectual Property), is responsible for recall of defective products in Guangdong province, and organizing risk evaluation of defective products.
